Benefits for first and second child are to be paid up for 3 years since 1 January 2020

The draft law “On Amendments to the Federal Law “On Monthly Payments to Families with Children” was adopted at a plenary session of the State Duma, in the third reading. It was developed by the Ministry of Labor of Russia on behalf of the President of Russia Vladimir Putin.
The draft law proposes to change the need criterion since January 1, 2020, when determining the monthly payment in connection with the birth (adoption) of the first and (or) second child from 1.5 times to 2 times of the subsistence minimum of the working-age population.
It will increase the number of payee families. Thus, the coverage of families in which the first child was born will increase from 45-46% to almost 70%. In other words, 70% of families at the birth of their first child will be able to use such financial support, the Ministry of Labor explains.
Besides, the bill provides for the extension of the monthly payments from one and a half to three years.
The families in which the first or second child was born or adopted after January 1, 2018, are entitled to monthly payments in connection with the birth (adoption) of the first child and monthly payments in connection with the birth of the second child at the expense of the maternity capital.
Making monthly payments is one of the events of the federal project “Financial support for families at childbearing” of the national project “Demography”, the main goal of which is to increase the total birth rate to 1.7 in 2024.
In 2019, the amount of payment in Bashkortostan is 9,182 rubles, the press service of the republican Ministry of Labor recalled.
