UFA, 6 June 2019. /Bashinform News Agency, Galina Bakhshieva/ translated by Tatiana Aksyutina/.
The delegation of Bashkortostan presented its experience in implementing the “garbage reform” at the St. Petersburg International Economic Forum.
The official opening of the forum will take place on June 6, but several events already took place as part of the “zero” day of the SPIEF-2019, the main topic of which was solid municipal waste disposal.
“The delegation of Bashkortostan actively participated in the discussion of issues related to the reform of MSW. The accumulated experience on waste management in the region was presented here at the forum. So, one of the cities of our republic - Oktyabrsky - is already covered by the necessary infrastructure for separate garbage collection. It is very significant by all-Russian standards. Oktyabrsky's advanced experience is already among the top best practices of our country, ”said Alexander Sidyakin, the chief of staff of the Head of Bashkortostan.
At the moment, about 500 million rubles have already been allocated from the consolidated budget of the republic for the implementation of the “garbage reform” measures.
As noted at the forum, the Republic of Bashkortostan was actively involved in the implementation of the reform on the MSW treatment. The reform uncovered many problems that required urgent resolution. Due to the joint, integrated work with the regions, the Ministry of Natural Resources and other market participants, about 30 key proposals have already been prepared, which will be submitted to the Russian Government for consideration.
According to the Deputy Minister of Ecology and Environmental Management RB, Niyaz Fazylov, discussion of the waste management reform will continue on June 21 in Ufa, at a meeting of the working group of the Russian State Council on ecology.
Experts believe that some of the projects, among them - projects for sorting garbage and its subsequent processing - need federal support and funding from the federal budget. Only in this case, their implementation will be as successful as possible.
“Today we have learned about the key areas of the industry development, how they will influence the tariff policy,” said Artem Kireev, Managing Director of the Eco-City regional operator. “Among such areas is a transition to the digital monitoring system, including control over the garbage carriers and control over places with garbage accumulation. The transition to digitalization will allow doing this without any problems. Cooperation with the Russian environmental operator is equally essential, which will enable to attract investment in the regions, as well as to solve issues related to the renewal of the container park, co-financing of construction of waste sorting complexes and facilities for the disposal of waste.
