Radiy Khabirov stated increase in revenues to Bashkiria budget from subsoil users

The Acting Head of Bashkortostan Radiy Khabirov noted a noticeable increase in revenues from the sphere of subsoil use to the republican budget.

“Last year, payments for the use of subsoil increased by 22 percent, having exceeded 35 million rubles. The mineral extraction tax rose by 27 percent by 2017, to 117.5 million rubles. In particular, this is the result of the work begun to improve the situation in the industry, ”stated Radiy Khabirov at a meeting of the permanent coordination meeting on ensuring law and order in the region.

Currently, there are over 200 legal subsoil users in the republic, some of which do not provide reports on production, do not pay mineral extraction taxes, and do not comply with licensing requirements. Therefore, control over their activities “should be further strengthened,” the head of the region considers.

Thus, last year 139 violations committed by license holders were revealed. About 100 organizations were brought to administrative responsibility. Damage to the republic amounted to 31 million rubles.

Last year, due to the raids, 160 cases of illegal mining were discovered in Bashkortostan with a total volume of more than 34 thousand cubic meters. Four criminal cases were initiated.

In the first quarter of 2019 - 13 cases with a total production of 2 thousand cubic meters.

At the same time, unauthorized mining of common minerals is often carried out in a barbaric way, also because there was no significant liability for it.

“We propose to conduct a detailed analysis of the legality of agricultural land use for the construction of artificial water bodies,” said Bashkiria Environmental Interdistrict Prosecutor Runar Shaikhutdinov.

In his opinion, it is equally important to radically reconsider the responsibility of municipalities for the legality of subsoil use in their territory.
