"Alekseevsky "State Farm" Investment project can be first concession in agricultural sector

An investment project for the construction of a greenhouse complex in the state-owned unitary enterprise “Alekseevsky” State Farm may become the first concession in the Russian agro-industrial sector. The project was considered at the next meeting in the government in the format of "Investment Hour".

According to the director of Alekseevsky, Ramzil Nizametdinov, the enterprise now has 37 hectares of greenhouses, 70% of which were built in 1975, have zero profitability and will be liquidated. The state farm plans to build 45 hectares of greenhouses with top illumination and grow more than 40 tons of vegetables per year to stay in the market and produce competitive products.

Vice-President of Gazprombank Andrei Savchenko said that the financial institution had gained extensive experience in implementing projects in the format of a public-private partnership in various fields, but the opportunity to implement the concession in agriculture appeared only in 2018 with amendments to the federal law FZ-115. The investment project of “Alekseevsky” State Farm could become a pilot in the country, the financier noted.

The cost of a greenhouse complex construction on 45 hectares is estimated at 10.5 billion rubles - 7.8 billion borrowed and 2.7 billion funds of the farm. The project is divided into stages, and in case of problems in the market, it can be stopped at any level, the director of the farm stressed. In 2019-2020, it is planned to build the first 5 hectares of greenhouses (1.2 billion rubles), in 2020-2022 - 16 hectares, in the years 2022-2024 - 24 hectares.

The Acting Head of Bashkortostan, Radiy Khabirov instructed the Ministry of Finance, the Ministry of Economic Development, the Ministry of Agriculture to calculate all the risks of the project and again bring it up for discussion in two weeks.
