State-owned properties of Bashkiria has low energy efficiency, and this adversely affects the cost of operation and the consumption of utility resources. It is stated in the report of the Ministry of Industry on the implementation of the Law "On Energy Saving and Improving Energy Efficiency in the Republic of Bashkortostan".
According to research data, 43% of public sector facilities (4,560 buildings and structures) have a low energy efficiency class, 31% (3,356) - reduced, 13% (1,400) - very low. Moreover, only 12% (1387) correspond to standard values. Most of the budget objects were designed and built without taking into account the requirements for saving utility resources, and many also have high wear and tear, leading to serious heat losses.
In 2018, 3.17 billion rubles were allocated for energy conservation in Bashkortostan, including 561 million from the regional budget. Among the main measures implemented are the introduction of an automated system for the commercial billing of utility resources, the replacement of heating boilers with energy efficient ones, and an increase in the efficiency of lighting systems.
At the same time, there is a high potential for energy saving at public sector facilities.
An analysis of the Center for Energy Saving in the Republic of Bashkortostan showed that only 8% of institutions introduced LED lighting and only 16% of LED lamps were used in street lighting. Electric boilers are also widely distributed in the republic and biofuels are used rarely, while the heat generation using electric heating is 3-4 times more expensive than using local renewable type of fuel.
To make the property more energy efficient, LED lamps, automatic heating control systems are installed in institutions, and electric boilers are replaced with solid fuel boilers. Modernization of public sector facilities is carried out through energy service contracts, the mechanism of which provides for the return of invested funds due to the savings achieved. At present, 26 energy service contracts are operated in Bashkortostan, of which 11 are for the modernization of indoor and outdoor lighting, 15 for heating systems. The planned savings for the entire term of the energy service contracts will be 31.4 million rubles, the payback period is estimated at 5-7 years.
