Digital economy will change labor market

UFA, 4 February 2019. /Bashinform News Agency, Azat Gizatullin/ translated by Tatiana Aksyutina/.
Today, all countries in the world are concerned about how the transition to a digital economy will affect the labor market. Experts believe that in virtually all sectors of the economy every workplace will change. According to the International Labor Organization (ILO), approximately 15% of the workforce in global markets will be crowded out. It was discussed today at the “The Future of the Labor Sphere: Decent Work for Everybody” International Forum, which takes place at the Ufa “Toratau” Congress Hall.
Olga Kulaeva, Director of the Bureau of the International Labor Organization for Eastern Europe and Central Asia, drew attention to the fact that currently classic relations between workers and employers were vague in the labor market. An increasing part of the world workforce is involved in what the ILO calls non-standard forms of employment. These include temporary work, part-time work, on-call work, multilateral labor relations. Olga Kulaeva stressed that these changes also required society to find ways to ensure that labor would be a source of jobs and incomes.
According to the Chairman of the Federation of Independent Trade Unions of Russia, Mikhail Shmakov, today the challenges facing the labor market are serious.
“The same precarious employment does not provide for high social standards for people, employees sometimes lose elementary social guarantees, for example, vacation paid by the employer,” noted Mikhail Shmakov.
Lyubov Yeltsova, Deputy Minister of Labor and Social Protection of the Russian Federation, noted that working on within the “The Future of the Labor Sphere” agenda would make workplaces in the country worthy and accessible to everybody.
Bashkortostan will receive 650 million rubles from the federal budget in the framework of the "Older Generation" national project. This sum is meant for six years and training of 9,000 people.
One of the key tasks for the near future is to work within the framework of the Digital Economy program, including the implementation of an electronic database on the labor activities of employees. It is planned that the base will be formed by employers, and the Russian Pension Fund will act as its operator.
