Experts named growth points of investment climate attractiveness in Bashkiria

Experts of the Agency for Strategic Initiatives named the so-called “problem zones” impeding the investment attractiveness increase of the republic: procedures for obtaining building permits and quality of territorial planning, administrative pressure on business, a convenient Internet portal for investors, quality and availability of financial support for small and medium businesses, legislation in business support.
It was discussed on November 27, in Ufa at a strategic session with the participation of the team of the Strategic Initiatives Agency, the purpose of which was to develop effective measures and approaches to improve the investment climate in the Republic of Bashkortostan. The investment portal of the Republic of Bashkortostan received low estimates - it is necessary to understand in what way it should be improved. Another point to consider is the availability of a direct communication of an investor with the leadership of the region. Now it is carried out through the “Investment Hour”, which is held every week with the participation of the Acting Head of the republic Radiy Khabirov, heads of relevant departments, heads of municipalities and investors who implement projects in these municipalities.
For the first time, Bashkiria received the ASI investment attractiveness rating in 2015. It is formed by 80% of the reviews of business representatives in the region, by 20% - based on statistical indicators. Then the republic was placed on the 40th position, which, according to Rustem Mardanov, was a surprise. The government took measures, in particular, regarding human resources. The following year, the republic took the 20th place, in 2017 - the 13th place. This success was connected, according to the Prime Minister, with systematic work on the items that were key ones to the rating. In 2018, Bashkiria dropped to the 23rd place in the rating.
At the same time, there was a decline in investment activity in the republic. According to the results of 2018, the Ministry of Economic Development expects a negative trend to reverse, and the volume of investments will be no less than in 2017. The planned figure is 100.6%. So far, according to the results of 9 months, it is 98%, said the Minister of Economic Development Sergey Novikov.
