It is proposed to study Chinese experience in creating economic zones in Bashkiria

From 2014 to 2018, about 25 billion rubles were allocated from the federal budget for their support. In the next three years, they will receive more than 12 billion.

“This money should be used efficiently,” said Alfiya Kogogina, the Deputy Chairman of the State Duma Committee for Economic Policy, Industry, Innovative Development, and Entrepreneurship, summing up the implementation of the mono-cities program.

In Bashkortostan, this program is implemented in all six mono-cities - Kumertau, Belebey, Neftekamsk, Beloretsk, Uchaly, and Blagoveshchensk. The republic was included in the list of advanced regions for the implementation of this direction, and Kumertau was named the best single-industry city in Russia.

“In Kumertau, we used the whole range of support from the Mono-Cities Development Fund - this is a loan of one billion rubles at 5% per annum. By the way, we were the first in Russia to prepare the necessary documents. We have attracted quite a lot of funds for the engineering infrastructure - these are electricity and gas supply, roads and railways, and wastewater treatment plants. In Belebey, we have attracted 209 million rubles for the treatment plant”, said Sergey Novikov, Minister of Economic Development of Bashkortostan.

He proposed to expand the criteria for assigning to mono-cities because they did not include the closed administrative-territorial entities.

Also, the Minister of Economic Development of the region proposed to study the experience of China in creating economic zones. According to him, construction and assembly works, purchase of equipment are subsidized there, bank interests are reset, landscaping is carried out, housing is built for investors. And then it is allocated in the state model for 25-30 years and in the form of rent is already billed to an investor. Thus, in five months an investor already starts to produce its first products.

“We suggest visiting such zones in order to study their work in detail”, noted Sergey Novikov.
