Children study in one shift only in 5 schools out of 128 in Ufa

This situation was developed largely due to the fact that in the new neighborhoods of the capital of Bashkiria, housing was built without a construction of schools, kindergartens, and medical institutions.

At a briefing session in the government of the republic, the Acting Head of Bashkortostan Radiy Khabirov resented the situation when the developers’ responsibilities for building social facilities were not specifically outlined in construction contracts, with no exact terms for building, putting into operation and transferring the facilities to the municipalities. The developers failed to carry out a construction of social facilities on 47 existing contracts on the territories development and on 5 contracts on the Ufa complex development.

“Often, a territory designated for the construction of schools and clinics was not exempted from the rights of the third parties. The existing contracts do not contain clear wording about the obligations of developers, the timing of their execution, which allows them to evade the obligations of building social facilities”, said Radiy Khabirov.

The Acting Head of the republic noted that the new mayor of Ufa in this matter had inherited a difficult legacy, and the things would have to be sorted out in the sphere of housing construction in the capital of Bashkiria. He asked the prosecutor’s office of the republic to be involved in the solution of this problem.

Earlier, the administration of Ufa had planned a possibility of attracting developers to the provision of premises or the construction of new buildings for schools, kindergartens, and clinics. As noted by the city administration, developers can take on these responsibilities under existing investment agreements.
