Third child allowance financing will grow by 20 billion rubles in Russia

Financing of the third child allowance will grow by 20 billion rubles since 2019, said the head of the Ministry of Labor Maxim Topilin at a meeting of the State Council Presidium, which was held in Vladivostok under the leadership of the president. "Since next year we will reach a different level of co-financing. If earlier the regions financed 70% of this payment, and the Federation - 30%, then next year the Federation takes 70% of this payment. Support is increased since next year by 20 billion rubles for the third child from the federal budget", TASS cites the minister's words.

Since 2018, criteria for the participation of regions in the program to support large families have been changed. If before 2017, 50 subjects, where the birth rate was lower than the nationwide average, participated in the program then from 2018 the total birth rate (the average number of births per woman) was increased to two. Thus, Bashkortostan, Kalmykia, Udmurtia, North Ossetia-Alania, Astrakhan, Irkutsk, Omsk, Sverdlovsk, Chelyabinsk regions and Perm Territory became the participants of the program.

The amount of the monthly payment for the third child is set taking into account the regional subsistence level for children. In 2017, it was 10 thousand rubles a month on average in Russia. The highest payout was 22 thousand rubles in the Chukotka Autonomous District, the lowest in the Belgorod Region, just over 8,000 rubles.

According to the Ministry of Labor of Bashkiria, this year in the republic, a monthly allowance for the birth of a third or subsequent child is received by 2.6 thousand families. Its size is 8,993 rubles, it is paid up to the third birthday of a child. During the first 8 months of the year, 140.5 million rubles were allocated for this type of benefit from the budgets of both levels.
