Bashkortostan plans to introduce new state support measures for investors

UFA, 9 August 2018. /Bashinform News Agency/ translated by Tatiana Aksyutina/. Draft laws on introducing new state support measures for investors have been developed in the republic. The Minister of Economic Development RB Sergei Novikov informed about it at a meeting of the Public Council on improving the investment climate and export development under the Head of Bashkortostan.

One of the draft laws presupposes tax benefits for property for companies that implement investment projects in the territory of the republic with a volume of financing from 10 to 100 million rubles. For such enterprises, it is envisaged to reduce the property tax to one percent for three tax periods, starting from the year of a production facility commissioning. According to Sergei Novikov, this benefit will enable to support 80 small projects with a total investment volume of about 2 billion rubles by 2020.

Another document provides for tax benefits on property and profits for enterprises that are party to a special investment contract. It will apply to projects with a minimum investment volume of 750 million rubles for a period until 2025. At the regional level, it is proposed to release organizations from the property tax and reduce the profit tax rate by 4.5 percent. In case of concluding a special investment contract simultaneously with the republic and the federal center, profit and property tax rates are nullified in accordance with the legislation.

As another support mechanism, it is proposed to subsidize the costs of investors to purchase equipment for the implementation of priority projects in the field of industry. The support will be provided on co-financing terms - no more than 100 million rubles for one recipient. According to Sergei Novikov, first of all, the support is planned to be provided to enterprises in the field of machine building, light industry, and the woodworking industry. In the future, taking into account the effectiveness of the practice, the list of industries will be expanded.

Besides, within the framework of the Republican Targeted Investment Program (RAIP), a budget reserve is allocated to provide priority infrastructure projects for the republic in the amount of up to 1 billion rubles a year. This state support measure will allow the implementation of 11 projects with a total investment volume of about 48 billion rubles by 2023.

Another draft bill - on the priority development territories of the Republic of Bashkortostan (PDA RB) - is aimed at attracting investments in the single-industry towns of the region.

According to the Ministry of Finance of Bashkortostan, currently, four types of investment and two types of innovation benefits on profit tax, three types of benefits established for property tax operate in the republic.

"Our key task is to increase the regional gross product from 1.5 trillion to 2 trillion rubles. This cannot be achieved without investments attraction", said Rustem Khamitov, the Head of Bashkortostan.
