Investment projects state support in single-industry cities was discussed in Ufa

In Ufa, a session organized by the Ministry of Economic Development and Trade of the Republic of Bashkortostan "Tools for Investment Projects State Support in Single-Industry Cities" was held in the sidelines of the Russian Oil and Gas and Chemical Forum. In Bashkortostan, there are six mono-cities: Belebey, Kumertau, Neftekamsk, Beloretsk, Uchaly, Blagoveshchensk. Now in the region, there are two priority development territories (PDA) - "Belebey" and "Kumertau".

The Deputy Minister Tatiana Shtol recalled that for investors residing in the PDAs, the income tax rate had been reduced from 20% to 5% for the first five years, up to 10% for the subsequent five-year plan, and insurance payments tariffs had been reduced by almost 4 times - from 30% up to 7.6%.

In addition, there is an exemption from the corporate property tax. Municipalities established zero interest rates on land tax.

The PDA residents have reduced coefficient for state property leasing (0.01).

14 enterprises operate at the Kumertau and Belebey PDAs and enjoy their benefits. In order to obtain a resident status, an investment project should envisage attraction of at least 5 million rubles of capital investments in the first year of implementation and creation of 20 jobs for new enterprises.

"Work is underway to create four more priority development territories in the mono-cities of Beloretsk, Blagoveshchensk, Neftekamsk, and Uchaly," added Tatiana Shtol.

Olga Makaeva, the Head of the Department for Support of Investment Projects of the "Monocities Development Fund", spoke about the conditions for granting soft loans for the investment projects implementation. The Fund issues loans at 5% per annum for up to 8 years.

Azamat Asadullin, the General Director of Regional Leasing Company of the Republic of Bashkortostan, made a report on supporting small and medium-sized enterprises in mono-cities. Ilgiz Karshanov, director for the territories development of JSC "Development Corporation of the Bashkortostan Republic", told about supporting investment projects in mono-cities.
