It was proposed to introduce migrant selection system and green cards lottery in Russia

Employees of the Center for Strategic Research (CSR) proposed to introduce in Russia a scoring system for the selection of migrants and a lottery of green cards. This is reported by the "Izvestia" newspaper with reference to the report of the Center - "Migration Policy: Diagnosis, Challenges, Proposals".

According to Rosstat, the population of the country by 2025 will be reduced by 3.3 million people. Measures to regulate the flow of migrants are aimed at increasing the number of able-bodied population. Experts propose to simplify the rules for staying and legalization of foreign workers, reduce the financial and time costs for migrants to enter the legal framework, and legislatively encourage employees who have been legally working in Russia for a long time.

In addition, a possibility of introducing a scoring system for migrants, which will determine the conditions for entry and stay in the country for each group, is considered. The project proposes to create a system of working visas and working cards, as well as conduct a diversification lottery similar to the American Green Card and the European Blue Card.
