Supervisory authorities should abandon "penalizing" approach in favor of "corrective", "assisting" - Rustem Khamitov
UFA, 20 December 2017. /Bashinform News Agency/. Yesterday in the House of the Government of the Republic Rustem Khamitov held a meeting of the working group on improving control and supervisory activities.
Members of the Government of the Republic of Bashkortostan, heads of law enforcement agencies, relevant ministries and departments, representatives of public organizations took part in it. The meeting discussed the results of control and supervisory activities reform in the region in 2017 and tasks for the upcoming period.
The head of the republic noted that the reform of control and supervisory activities was one of the strategic directions identified by the country's leadership.
"The main goal of this program is to reduce a burden on the business, improve quality of control and supervisory functions management. We should abandon, as far as possible, the "penalizing" approach in favor of "corrective", "assisting", stressed Rustem Khamitov. According to the Head of the Republic, the key direction of the reform is transition to a risk-oriented approach. The frequency of inspections and the resources used should be proportional to the level of damage risk to property and human health.
The Head of Bashkortostan emphasized that the main principles of the inspectors work should be to prevent possible violations.
"Instead of revealing the already caused harm and punishing the perpetrators, an emphasis should be made on service support of business - consulting, system audit, and overall support of its development", Rustem Khamitov said. "Supervision bodies should learn how to correctly allocate their resources, and conscientious business should feel a real decrease in administrative burden".
