Control agencies activities will be assessed by real improve in safety indicators - Dmitry Medvedev

UFA, 6 July 2017. /Bashinform News Agency/. The Russian Prime Minister Dmitry Medvedev held a video conferencing on implementation of the "Reform of Control and Supervisory Activities" priority program, with participation of the Head of Bashkortostan Rustem Khamitov.
According to the Chairman of the Government, since 2018 all planned inspections should be conducted solely based on risk categories, by which, all supervised objects should be distributed.
Another key area of the reform will be a change in principles of evaluation of supervisory and control bodies work.
"The activities of control agencies will be assessed not by the number of inspections, the amount of fines and nicely filed paper reports, but by real improve in safety indicators," the Prime Minister stressed.
Dmitry Medvedev also noted the need to review the requirements put in by the supervisory authorities, as many of which had become obsolete. By autumn, agencies together with the business community should prepare "road maps" for their shortening and updating. Such joint work is designed to increase confidence of the business community in the state bodies and improve the relationship between authorities and entrepreneurs.
One of the main directions of the future work, according to the Chairman of the Government, will be digitizing of government control, introduction of remote monitoring methods using telemetry, sensors, photo and video recording, which are much faster and cheaper than on-site inspections.
The "Reform of Control and Supervisory Activities" priority program is included in the number of projects implemented at the Council for Strategic Development and Priority Projects under the President of the Russian Federation. It is implemented in three stages, each of which is planned to achieve concrete results in eight projects. This is a transition to a risk-based approach with a concentration of checks in places where the risks to citizens' safety are higher; a system creation for assessing effectiveness of control and supervision activities; strengthening violations prevention activity; systematization of mandatory requirements, which performance is checked by inspectors; improvement of human resources policy; counteraction to corruption manifestations; informatization of state control, as well as improving the quality of supervision at the regional and municipal levels.
Within the framework of this program, a list of types of regional control and republican executive bodies authorized to their implementation was formed in Bashkortostan; proposals were prepared to determine the criteria for classifying objects of state control to a certain hazard class; a plan of measures was approved to introduce a target model in the republic "Implementation of Control and Supervisory Activities in the Subjects of the Russian Federation".
