Russian single-industry towns efficiency criteria are established

Based on the results of the project committee meeting, conducted by the First Vice-Prime Minister of the Government of the Russian Federation Igor Shuvalov, key performance indicators of integrated development programs of 251 single-industry cities were approved, Izvestiya reports. Until April 21, the methodology for rating mono-education should be improved.

The first key indicator of efficiency implies creation of 230,000 new jobs (in all 319 single-industry towns) not associated with the main city-forming enterprise, by the end of 2018.

Following the meeting of the project committee, the First Vice-Prime Minister instructed the Federal Tax Service and the Pension Fund to provide the Ministry of Economic Development with information on created permanent and temporary jobs, self-employment and microbusiness in single-industry towns up to 2016.

"The second key indicator of efficiency - towns should go through five steps of improvement in two years. Each town has several facilities, which should be put in order,” Irina Makieva, the head of the priority program "Integrated development of single-industry towns", said. "A scoring system will be applied there".

The representative of the First Vice-Prime Minister noted that improvement of cities included creation of coworking facilites, new public spaces, discussion sites, places for recreation, repair of the main streets of the city. Control over the launch of single-industry towns programs and the achievement of key indicators will be carried out by the regional project offices.

Following the committee meeting, Igor Shuvalov also instructed Irina Makieva, together with the Ministry of Economic Development, the Monocities Development Fund and the Agency for Strategic Initiatives (ASI) to finalize the rating methodology of municipalities by April 21.

In Russia, out of 319 single-industry cities, 11 have a status of priority development areas (PDA), two such territories are located in Bashkortostan - the cities of Kumertau and Belebey.
