Bashkiria is among six territorial and sectoral clusters to boost country's economy

UFA, 7 February 2017. /Bashinform News Agency, Alim Faizov/. The Stolypin Club of the Business Ombudsman Boris Titov, who will soon present its "Growth Strategy" to the President, offers to focus efforts on establishing specific clusters in certain regions. It is planned to create six new territorial and industrial clusters, which development will provide an economic boost in the country, "Izvestiya" reports .
Experts continue to discuss approaches to change the nature of the Russian economy. Now the Ministry of Economic Development Proposals currently collects offers on accelerating the pace of GDP growth above the global average (3 percent).
One way to achieve the required rate is to attract investors to the regions. Six clusters suggested by the Stolypin Club are as follows: natural gas processing into mineral fertilizers in areas of the Baltic Sea, the Black Sea and the Far East ports, a medical equipment cluster in St. Petersburg, pharmaceutical cluster - in Kaluga, deep processing of wood - in the Trans-Baikal Territory and the Irkutsk Region, machine tool and instrument making cluster - in Novosibirsk and Bashkortostan, production of meat - in Kalmykia.
Enterprises of the largest state-owned companies, natural and raw material monopolies should become a core of these clusters, around which a chain of related small and medium-sized enterprises can be established.
According to the "Growth Strategy", it is necessary to develop agricultural cooperation, to build cooperative storage centres and wholesale and retail sale of agricultural products in the major urban centres, to use industrial parks for production of "simple things" around the major cities.
According to the experts, the share of taxes remaining in the regional and municipal budgets should be increased to motivate the territories to improve their business climate and attract investment. They also offer to find a way to motivate governors for creating conditions for advanced production enterprises development.
