Long-term human resources management concept is adopted in Bashkiria
UFA, 30 August 2016. /Bashinform News Agency, Galina Bakhshieva/. The Bashkortostan Government approved a concept of human resource management of the republic till 2025. It is a systematic set of goals, objectives and principles for improving formation and use of labour resources system, ensuring effective social and economic development of the region.
The working age for men is from 16 to 59 years, women - from 16 to 54 years.
According to the press service of the Ministry of Labour RB, the growth in number of population over the working age leads to an increase in the load on the working population. In the future this may lead to significant costs for the maintenance of persons not engaged in social production. Besides, the economic activity of the population in Bashkortostan is slightly lower than the average for Russia and the Volga Federal District.
According to experts, solving the problem of human development and reproduction of the labour force in the framework of the concept will help to retain the population size in the republic due to greater use of employment potential of the retirement age people, the disabled and women with minor children, as well as enhancement of the qualitative composition of the labour force.
The Concept implementation will take place in stages. During the first phase - from 2016 to 2017 – it is expected to develop national and municipal regulatory framework, action plans, ensuring implementation of the main directions of the Concept.
The second phase - from 2018 to 2023 - provides for implementation of the main directions of the Concept, compilation and analysis of legal practice in the field of employment and human resource management.
During the third phase - from 2024 to 2025 - effectiveness of the implementation results of the human resources management policy will be assessed.
Implementation of the priorities of the Concept will allow by 2025 to increase the efficiency of the labour potential of the republic, the employment rate of the economically active population, to attract skilled migrants and balance professional and qualification structure of labour demand and supply.
