Consolidated budget of Bashkortostan sees surplus for the first nine months of the year

Revenues of the consolidated budget of Bashkortostan as of October 1, 2015 amounted to 134.5 billion rubles, expenditures – to 122.7 billion rubles. The consolidated budget of the republic in January-September this year was performed with a surplus of 11.8 billion rubles, the Ministry of Finance reports.

Tax and non-tax revenues increased compared to revenues of the same period in 2014 to 12.4 billion rubles and amounted to 108.3 billion rubles. The main sources of revenues were: personal income tax - 31.4 billion rubles (29.0%), corporate income tax - 29 billion rubles (26.8%), property tax - 11.8 billion rubles (10.9 %), excise taxes - 11.8 billion rubles (10.9%).

Compared with the same period of 2014 revenues increased by 14.7% from corporate income tax, property tax - 16.4%, personal income tax - 4.4%, tax on gross income - 4.5%. Excise tax revenues decreased by 10%.

In the structure of expenditures the largest share is accounted for social spending - 76% of total expenditures or 93.3 billion rubles. Subsidies to state-financed, autonomous agencies and other organizations amounted to 59.4 billion rubles, or 48.4%. It was directed to health insurance of unemployed population and other inter-budgetary transfers to budgets of federal and territorial funds of obligatory medical insurance, as well as to the budget of the Pension Fund of Russia for reimbursement of costs related with early retirement of unemployed people - 14.6 billion rubles, or 11.9%; to grants, surcharges to pensions, other social benefits, scholarships - 16.9 billion rubles, or 13.8%. It was transferred to financing capital investments and road infrastructure (excluding the cost of funding for the above items) 15.7 billion rubles, or 12.8% of total expenditures. 86.9% of total expenditures of the consolidated budget of Bashkortostan are accounted for the above-mentioned areas of spending.

The budget of the Republic of Bashkortostan in the first nine months is performed by revenues in the amount of 110, 9 billion rubles - with growth of 15.8%, by expenditures - in the amount of 100.6 billion rubles - with growth of 3.3%.

As of October 1, 2015 revenues of local budgets were performed in the amount of 58.6 billion rubles, or 104.6%, expenditures amounted to 57.1 billion rubles, which is 3.1% above the corresponding period in 2014, noted in the financial department.
