Rustem Khamitov presented an Action Plan for Sustainable Development of Bashkortostan Economy

UFA, 20 February 2015. /Bashinform News Agency, Iliya Spiridonov/. The Head of Bashkortostan Rustem Khamitov held a meeting on the presentation of the Action Plan for Sustainable Economic Development and Social Stability of the Republic of Bashkortostan in the 2015-2017 years. It was attended by members of the Government RB, heads of ministries and departments, representatives of public organizations.

The submitted plan contains about 50 items. They reflect the main blocks that address issues of the economy diversification, import substitution, maintain a favourable investment climate and business activity, stability of employment, income, housing problems solutions, providing social and health services.

“The main goal is to protect the population of the Republic of Bashkortostan from the crisis and to promote a sustainable, reliable operation of industrial enterprises in the republic”, Rustem Khamitov said.

According to the Head of the Region, the republican plan is fully consistent with the federal one. It is based on the principle of targeting and maximizing the effectiveness of the measures taken.

Rustem Khamitov said that about 500 million rubles had been already allocated in the republican budget for the implementation of the plan. In addition, in Bashkortostan two funds are formed – money fund (within 3 billion rubles) and guaranty fund. The latter will include the most liquid state property, not burdened by current liabilities, the amount of which, according to preliminary estimates, is about 15 billion rubles.

The Head of Bashkortostan marked that the current situation in the economy was influenced by several factors, including a high rate on loans, which hindered the development of enterprises and agriculture.

The plan also includes a number of measures to support small and medium-sized businesses. Among them there are "tax holidays" for entrepreneurs, reducing the tax rate, a moratorium on unjustified inspections, increasing the share of small business in the public procurement system. It is also planned to capitalize the regional microfinancing centre to double the amount of loans to entrepreneurs (from 1 to 2 million rubles) and three times – a term of microcredit (from 1 to 3 years).

“Our objective is to continue the sustainable development of the Republic of Bashkortostan. We have everything to do this. We have enterprises, industries, competent people and professionals. We have resources. Financial capacity of our republic is quite reliable”, Rustem Khamitov said.
