Mobile network operators are no longer entitled to deduct money for unwanted services - Roscomnadzor

Mobile network operators have no right to charge off money of subscribers for content services rendered without consent of subscribers. The provisions of the Federal Law "On Amendments to the Federal Law "On Telecommunications" , which entered into force on 1 May, are explained by the Bashkortostan Directorate of Roskomnadzor (Federal Supervision Agency for Information Technologies and Communications) in connection with the frequent complaints of citizens.

Content services include reception of consulting, entertainment information, participation in voting, games, contests and other services that are to be extra paid.

Content services can be provided only with consent of subscribers. Otherwise, they cannot be charged. Before obtaining consent of a subscriber the cellular operator shall provide the subscriber information on services, rates, and a personal account from which the funds are debited.

Payment of content services can only be made from a separate subscriber account. This allows avoiding unauthorized debiting of means intended for phone conversations, the Bashkortostan Directorate of Roskomnadzor explains.
