Rustem Khamitov: "Yamal -Volga" project should be included in the Federal strategy-2030

The construction project of "The construction project of "Yamal -Volga" pipeline should be included in the development strategy of the chemical and petrochemical industry for the period up to 2030, the President of Bashkortostan Rustem Khamitov considers.
“This project was not included in the Chemistry Development Strategy up to 2030. We will continue to work to ensure supply of raw materials from Siberia to the Volga region. We will insist on the reviewing the strategy in this part,” Khamitov said at a briefing during the "Big Chemistry" Forum in Ufa on Thursday.
According to the President of Bashkortostan, it is necessary to examine the situation in Siberia and to form a feasibility study (FS) of the project.
A protocol of intent regarding transportation of petrochemical raw hydrocarbons on the route Yamal - Volga was signed between Bashkortostan, Tatarstan and Yamal-Nenets Autonomous District (Yamal ) at the "Big Chemistry" Forum in Ufa, in May 2012. On January 30, 2013 the parties founded the JSC Yamal-Volga with a registered capital of 45 million rubles. Founders are JSC "Regional Fund" (33.3 percent stake), NCO "Regional Innovation Investment Fund "Yamal" (33.3) and JSC "Nizhnekamskneftekhim" (33.4).
The annual report of "Yamal -Volga" informs that the product pipeline is scheduled for commissioning in October 2019. It is also marked there that the Russian Energy Ministry has negative position on the project based on arguments of hydrocarbons surplus in the Volga Federal District, absence of free raw materials in YNAO and lack of documentary support of the project. The working group created in connection with these issues managed to change the attitude to the project. It was found that a surplus of hydrocarbons in the Volga Federal District is limited to the year of 2017. The Ministry of Energy also recognized possible crude potential in YNAO in the volume of 7.1 million tons.
