Rustem Khamitov: Republican investment program is a tool for strategic planning

In Bashkortostan, the implementation of the Republican targeted investment program of 2013 is summed up.

At today's meeting of the Government RB, the President of Bashkortostan Rustem Khamitov said that about 10 percent of the total regional budget was directed for the program implementation during the last year.

“In general, the program is completed successfully in 2013. The spending sum exceeded 13 billion rubles. This is by 4.4 percent more than in 2012 and nearly by two-thirds more than the originally approved plan of 2012,” Khamitov stated.

“Last year a record amount of 2.8 billion rubles was directed to the development of engineering infrastructure. This allowed us receiving 2.5 million square metres of housing and, moreover, laying the foundation for future large-scale industrial and individual building,” the President of Bashkortostan said.

As it was noted at the meeting of the republican Government, last year good results were achieved in construction of social housing, resettlement of people from hazardous and slum dwelling. More than six thousand people improved their living conditions under these programs.

According to the President, in 2013 seventeen kindergartens were built and reconstructed in the republic, designed for over 2.5 thousand children. Seven health care facilities were commissioned, which construction costs exceeded 2.5 billion rubles.

Meanwhile, considerable shortcomings were present in the implementation of the Republican targeted investment program. For example, in the first quarter of the last year only 800 thousand rubles were used. During the first half of the year – only 20 percent of total funds allocated for the year were spent.

In 2013, about 1.8 billion rubles were not used, including 576 million rubles of federal funds. One of the main reasons is that the money comes late, often in the second half of the year. For example, the republic received funds for the construction of kindergartens only in September and October.

According to Rustem Khamitov, we should proceed to careful planning, and with clear definition of targets.

It should be added that it is planned to allocate 11-12 billion rubles for the implementation of the Republican targeted investment program in 2014.
