«Public Purchases – Under Public Control» round-table conference was held at Bashinform News Agency

The Bashkir regional branch (BRO) of «OPORA Russia» held the «Public Purchases – Under Public Control» round-table conference together with the Bashkortostan Directorate of the Federal Antimonopoly Service (UFAS) of Russia at Bashinform News Agency on Tuesday.

The discussion concerned, in particular, changes, which will occur in the sphere of public and municipal purchases connected with coming into force since January 1, 2014 the Federal law No.44-FZ «On contract system in purchases of goods, works, services for public and municipal needs».

According to the effective law No.94-FZ, not less than 10 percent of all public purchases should make purchases by contracts concluded with small-scale business. In practice, by data of «OPORA Russia», the small-scale business receives only 4,5 percent of annual volume of public and municipal orders — nearly 250 billion rbl., and the mechanism of quota provision does not work. The new law No.44-FZ raises a quota from 10 to 15 percent. But, according to representatives of Bashkir regional branch (BRO) of «OPORA Russia», this quota will remain only ink on paper if the situation does not change.

On September 1, the All-Russia People’s Front started an Internet webportal "chestnyezakupki.onf.rf". Its purpose is to reveal doubtful public and municipal purchases, and also purchases of state companies with the assistance of common people.

According to the head of Bashkortostan Directorate of the Federal Antimonopoly Service RF Zulfira Akbasheva, the civil society shows for today its maturity and readiness to solve the complicated issues. The antimonopoly service and public organizations can find a common niche for joint solution of problems, she considers.
