Goskomzakaz RB has suggested optimizing purchases planning procedure

The Chairman of Goskomzakaz (Public Contracts Committee) of Bashkortostan Sergey Novikov has taken part in joint meeting of the Contract System Development Department of the Ministry of Economic Development of Russia and Coordination council of LLC «Guild of domestic experts in public and municipal contracts» in Moscow.

“Draft governmental regulations on requirements to the formation, approval and conducting procedure of purchases plans for public and municipal needs, a form of purchases plan and features of annual plans-schedules placing for the next two years on the all-Russian website zakupki.gov.ru were considered there,” the press-secretary of Goskomzakaz of Bashkortostan Gulnara Shafikova informs.

Republican Goskomzakaz prepared and submitted offers on optimizing a procedure of purchases planning.

As the head of Goskomzakaz RB underlined at the meeting, at first it was necessary to define the main objective of purchases planning and what it was expected of this process.

“For today documents are unnecessarily detailed regarding requirements to the way of plans-schedules formation and keeping. In this work the result, which we expect to receive is paramount. Thus results of planning should become accessible, simple and clear for all participants of purchasing process — the state, society and business,” Sergey Novikov considers.

It should be mentioned that since 2016, according to provisions of the Federal law No.44-FZ, carrying out of purchasing procedures not included by customers to plans-schedules will be forbidden.
