Rustem Khamitov: «Collected taxes volume will define success of further development of our republic»

In 2012 it was collected 441 billion rbl. of revenues in Bashkortostan, including customs payments and tax revenues. The republican consolidated budget received almost 120 billion rbl. of incomes. In comparison with 2011, growth of these types of incomes made 16% and 11 %, accordingly. These figures Rustem Khamitov, the President of Bashkortostan named at the session of the interdepartmental commission concerning increase in profitable potential of tax and non-tax revenues into the budget of the republic and budgets of municipal unions on Wednesday, February 20.

According to the head of the republic, the main part of tax and non-tax revenues received by the consolidated budget of the region, is formed at the expense of such taxes, as individual profit tax — 32 %, corporate profit tax — 27 %, excises-13 %, property tax — 9 %, and also revenues from use of the state-owned property— 10 %.

Meanwhile, the profit tax has unstable dynamics in the region so far. Thus, in 2012 it grew only by six percent.

“For the present the level of revenues is not good enough. Notably the share of profitable enterprises in Bashkortostan exceeds today 80 %. On this indicator we win the first place in Russia, and, of course, we would like to have the profit tax with better dynamics,” Rustem Khamitov marked.

The difficult situation develops in the republic and with the land tax, despite growth of revenues in the last year.

At the same time in the region there is a great potential of property income growth. For example, only in 2012 the incomes received in the form of rent for using the state property grew by 13 %.

The increase in the salary of public sector employees became essential burden for the budget. It should be mentioned that Bashkortostan is among top five of the most advanced regions on the indicator of teachers salary increase.

Regional needs to cover salaries increase make almost 58 billion rbl. till 2015 while budgetary possibilities allow to allocate only nearly 30 billion rbl. at present.

For today there are 25 large tax bearers in Bashkortostan which provide 43 % of taxes revenues in the republic. Thus more than 20 % from all tax revenues are accounted for JSOC Bashneft.

Another essential source of incomes is property privatisation. In 2012 from sale of state blocks of shares in the authorised capital, articles of movable property 260 million rbl. were received in the republic. Taking into account the outstanding property, it was planned to receive twice more.

According to Rustem Khamitov, today there are huge not used resources in the sphere of land relations. At the moment in the region thousand land plots are available on which titles are not registered yet.

“Factors of the budget growth are known for everybody. This is development of key industries of economy, new enterprises formation, escalating of tax potential, creation of new tax bearers, competent investment policy, efficient control over state property and land-property complex. We need to work persistently in all these directions. After all finally the volume of the collected taxes will define success of the further development of our republic,” Rustem Khamitov underlined.
