Affection of Russians to cash prevents electronic payments development
Development of electronic payments is prevented by psychological affection of Russians to cash, the first Vice-President of the Bank of Russia George Luntovsky considers. His words referring to results of sociological research are given by "Vedomosti".
Luntovsky deems it possible to reduce a share of cash payments by administrative regulations. As he said, now requirements to trading networks having large turnovers were discussed in the Government of the Russian Federation. Also a possibility to restrict a cash settlements sum is under consideration. In his opinion, obligatory transfer of salaries, pensions and grants into cards is not excluded also.
According to the first Vice-President of the Bank of Russia, only 11,5 % of the population use plastic cards for goods and services payment though for the last five years the share of Russians having banking cards, grew from 18 to 63 %.
According to the National Bank RB, in Bashkortostan as of the beginning of October 2012 5209318 cards are issued. It is the sixth indicator in the country. First five positions are occupied by Moscow and the Moscow Region, St.-Petersburg, Sverdlovsk Region, Krasnodar Territory and the Tyumen Region. In Bashkortostan 1281505 cards are accounted for one million of the republic inhabitants.
Russia is in the lead in Europe on number of cash dispenses, but occupies one of the last places by quantity of POS-terminals (terminals for reception of clients payments).
