Uniform guidelines on remuneration systems establishment for public sector employees are confirmed in Russia

In Russia Uniform guidelines on remuneration systems establishment at federal, regional and local levels for public and municipal sector employees for 2013 are confirmed. The document is developed with participation of the Government of the Russian Federation, representatives of trade unions and employers, within the limits of work of the Russian tripartite commission on social and labour relations regulation.

As the press-service of the Ministry of Labour and Social Protection RB informs, the document contains recommendations on working out of standard legal acts concerning remuneration of labour, provisions on payment to employees, registration of labour contracts of employees.

The confirmed guidelines focus on professional standards application along with the Unified Rating and Skills Guide for Jobs and Occupations of Manual Workers, Unified Skills Guide for Positions of Managers, Specialists and Non-Manual Workers.

Besides, the document recommends establishing a limiting level of average salary of heads of establishments and average wages of employees for the fiscal year as 1 to 8 ratio.
