New regulations will make the sphere of Housing and Public Utilities more transparent – the State Housing Inspection of Bashkortostan

In Russia new regulations in the field of Housing and Public Utilities are confirmed. According to experts, now the sphere of utility services should become more transparent, as their suppliers are obliged to submit to local governments full information on their work.

In turn the companies managing apartment houses, since 2013, should disclose all information on the webportal of the Assistance Fund to Housing and Communal Services Reforming.

The managing companies, housing cooperatives and other organizations, which are responsible for resources supply, till March, 2013 should submit to local governments the lists of houses where they render utility services. It is entrusted to Gosstroy of Russia to confirm the form of the electronic passport of an apartment house, and also the form of the electronic document on a state of municipal and engineering infrastructure objects located in municipal territories.

As the head of the State Housing Inspection RB — the main state housing inspector Ildar Zamaletdinov explains, the information on the persons rendering utility services, prices for services, their volume should be included in the electronic passport of the house. Besides, such passport should contain the information about how consumers pay for these services.

In the document on state of municipal and engineering infrastructure objects it is required to specify not only extent of mains, but also the level of their wearing and quantity of failures.
