Confiscation of equipment used at illegal felling is forbidden in Russia

The President of the Russian Federation Vladimir Putin has forbidden confiscation of the equipment used at illegal felling. Respective amendments are already brought to the federal legislation, «Greenpress» agency reports.

The federal law is approved in order to realise the decision of the Constitutional Court of the Russian Federation about recognising illegal the confiscation of equipment at owners which were not held administratively liable for illegal felling, and were not recognised guilty of the given offence.

It should be mentioned that in 2012 the volume of illegally felled forest reached 6,9 thousand cubic metres in Bashkortostan. The material damage inflicted to the forestry of the republic made 46,8 million roubles.

Last year it was revealed more than 3700 infringements of the forest legislation in the region. It was issued about 2600 orders for elimination of infringements; over 3400 reports for administrative offences were made. The sum of the imposed administrative penalties made 8,7 million roubles for a year. It was collected 4,31 million roubles.

Within a year 299 materials were submitted to law enforcement bodies for the amount of damage of 44,4 million roubles. 234 criminal cases for the total sum of 41,6 million were lodged. In courts 78 criminal cases with damage for 40 million roubles were considered. At present it is compensated more than 6 million roubles, the Ministry of Forestry of Bashkortostan informs.
