Social norms on electric power consumption are introduced in Bashkiria on April 1

Social norms on electric power consumption will be introduced since April 1, 2013, instead of January 1, as it was planned earlier. It will be related to 12 pilot regions of Russia, including Bashkortostan.

The experiment essence is that on certain amount of electric power low prices are established for the population, and the electric power over this limit will be more expensive. Accordingly, thrifty citizens will spend less, others will spend more.

The decision on transition to social norms of utilities consumption is in the Government of the Russian Federation. Soon it will be signed and from the beginning of the year it will come into force. Electricity norms will be calculated by actual consumption in each region, thus the difference between the high and low tariffs will make approximately 25 percent.

Except Bashkortostan, the Vladimir, Voronezh, Nizhniy Novgorod, Samara, Irkutsk, Kursk, Lipetsk Regions, Tyva, Trans-Baikal, the Primorie Territory and Khabarovsk territory will join the project in April. Since 2014 other territories of the country will join them. Further, probably, the similar system will be introduced in water supply and water discharge sphere.
