In Bashkiria the volume of water supply objects under construction makes 1,1 billion roubles

Realisation of the Presidential program «Drinking and mineral waters of Bashkortostan Republic» and execution of measures for supply the population with drinking water were considered at the next session of the board of the Chamber of Control and Accounts RB. Auditors submitted check results of target and effective use of budgetary funds allocated for these purposes in 2006-2010.

The checking commission established that execution of the programs directed on drinking water supply improvement allowed to carry out reconstruction and modernization of a number of objects. New objects of water supply and modern treatment facilities were erected that provided separate settlements with quality drinking water. At the same time the planned target indicators of programs were executed not in full.

For example, degree of physical wear of external water supply networks of municipal services in Octyabrsky city and four municipal unions makes fr om 60 to 88 %.

Such data were given at the session: 3,4 billion roubles were allocated from the budget for measures of water supply development in rural districts. But due to insufficient budgetary financing considerable volumes of construction in progress were formed.

According to the Ministry of Housing and Public Utilities RB, as of January 1, current year the volume of construction in progress made 1,1 billion roubles.

The check established that finished objects of water supply were not available in republican Registers of the State and Municipal Property. So, from 620 million roubles which were checked up the volume of the revealed infringements made 121 million roubles that was equal to one fifth of the allocated funds.

Besides, the sampling audit of completion certificates established facts of unreasonably accepted and paid works for the total sum of 55 million roubles.

According to the Ministry of Agriculture RB, drinking water supply on average makes 61 % in the republic.

The commission of the Chamber of Control and Accounts RB considered also realisation of measures on the Republican target-oriented program «Ecology and Natural Resources RB». Here again infringements were present. Thus, it was established overvaluation of the executed works on arrangement of springs for the total sum of 338 thousand roubles.

Summing up the discussion of this important topic, the chairman of the Chamber of Control and Accounts RB Salavat Harasov once again urged to use rationally the allocated budgetary funds as quality of people’s life, ecological well-being of areas depend on water supply.

According to the chairman of the Chamber of Control and Accounts RB, wh ere it is necessary, legal evaluation of responsible persons’ activity should be made.
