System of obligatory state accounting of round timber should be created – Federal Forestry Agency

It is necessary to create the system of obligatory state accounting of round timber in Russia, the head of the Federal Forestry Agency Victor Maslyakov underlined on October 17, in Ufa at the I All-Russia conference «System of the state accounting of round timber».

As it was marked at the conference, in 2011, according to the Federal State Statistics Service, it was made 111 million cubic metres of unprocessed timber. Meanwhile, according to the Forestry register, the volume of the converted wood in Russia reached 197 million cubic metres. From them almost 50 million cubic metres of wood do not have statistic acknowledgement of their use.

According to the Federal Forestry Agency, 1,3 million cubic metres of timber prepared with infringement of the legislation appeared in the turnover in the country territory in 2011.

According to participants of the conference, the developed situation creates all preconditions for occurrence of illegal activity on timber preparation and processing in the territory of Russia. Besides, it weakens the competitive environment, promotes criminalisation of timber industry complex in separate subjects of the country, leads to dumping of prices for round timber, to reduction of tax and resource payments to the budgetary system of the Russian Federation, and also reduces investment appeal of the branch.

As experts believe, if the state accounting system is accepted in Russia it will not only eliminate the existing problems, but also will allow to provide competitive advantages to the enterprises of domestic timber complex.
