Rustem Khamitov: “We need elementary culture in work with statistical information”

The President of Bashkortostan Rustem Khamitov discussed problems of interaction of the Government and authority with Bashkir State Statistics Committee today with ministers and heads of departments. The meeting has taken place in the Government RB.

“We have to work up the maximal model of our joint work in order to make the whole huge informational analytical array, processed by our statisticians, for real improvement in work of Bashkir executive power bodies, for improvement of situation in economics and social sphere” – Rustem Khamitov said, opening the meeting.

The President RB underscored that successfulness of managerial solutions and control of situation were in many respects based on professional work with statistics, its competent estimation and analysis.

Rustem Khamitov pointed to that huge array, collected by Republican statisticians today. Every year authority forms Republican order for statistical-analytical works.

“We receive much information but the problem is to what extent further work with this information in ministries can be called competent. I see that low efficiency of many managerial solutions, low preparatory level of our meetings can be explained that many ministers have no complete information about situation in accountable branches”.

Rustem Khamitov mentioned that without this information officials aren’t able to determine pain spots and to make the only right solution on every problem.

“The shortage of new ideas comes from banal absence of knowledge of your own economy” – the head of the Republic said.

The President RB says it is inadmissible when ministries and agencies suppress inconvenient figures, using unchecked data and reporting this data to the top authority. “I believe that it is often not the absence of professionalism but quite conscious disinformation” – the President RB expressed his opinion.

“Materials of the Bashkir State Statistics Committee have to be a starting point for deep analytics in branches, for clear understanding of the current situation and for solution of existing problems. We need elementary culture for working with such information”

The President RB posed the problem to study how it was done in other regions. Some Russian regions have special agencies for social-economic monitoring, which make analysis on the main key spheres and form informational basis for further work of real authority.

“We have nothing similar here. I use only the data of the Bashkir State Statistics Committee”. The President RB has separately analyzed activity of internet-portals of different ministries and the quality of information, located on these sites.
