Absence of land property hampers inflow of investments

Agricultural lands should work for agricultural complex but at present time about 40% of such lands in Russia aren’t used according to their main purpose, the chairman of the State Duma committee for agrarian issues Nikolai Pankov stated in Ufa today. He has arrived in the capital of Bashkortostan as a participant of the all-Russian agrarian forum. He was the moderator of the “round table” to the theme “Legal questions of regulation of land relations in agriculture”.
“Our task to is to work up the mechanisms, which would contribute to the use of agricultural lands according to their original purpose” – he stated.
All participants of the conference came to the conclusion that Russian land legislation became better for the last two-three years. Nonetheless it still has several serious gaps. Thus, the absence of corresponding legal acts fails to protect agricultural lands from unreasonable confiscation and doesn’t contribute to involving of the lands, found in federal property, into agricultural circulation.
The rector of the State Land Management University Sergey Volkov has indicated formation of land property as the top priority task. He has reported that at present time just about 30% of lands are registered and other 70% are found beyond the legal field and it means that it is impossible either to pawn or conclude bargains with these lands. These factors hamper the inflow of investments in agriculture.
“Russia has much land and this land has to be the main means of production in agriculture but in order to put these lands on sale or in production we have to form real land property first and this is the task of paramount importance”.
