Ernst Isaev: “Farmers, which just begin their business, may figure on grants”

“The farmers, which just start their business, may figure on step-by-step support of the state” – the Vice-Premier of the Government RB, the Minister for agriculture RB Ernst Isaev said at the Republican congress of farmers and co-operatives – “Beginning from 2012 we will allocate grants for opening a farm and one-time financial aid for everyday needs, engineering infrastructure and land registration”.

Ernts Isaev has stated the problem with land remains the key one and needs quick and operative solution since agricultural lands in Bashkiria, as well as in the country, aren’t used in full measure, often ranking with weeds.

“At the same time it is practically impossible for a farmer to receive land but at the end of the last year this problem started to be actively solved according to the instructions of Vladimir Putin” – Ernst Isaev said.

Ernst Isaev has also raised the problem of low efficiency of farms, poor development of co-operative movement and numerous problems with sales. The Minister has mentioned that for solution of all these problems it is necessary to work up exact position for further development of the peasant’s movement in the Republic.

Ernst Isaev has determined mechanisms for realization of the problems posed. First, farmers will be supported within the frames of the state program for development of agriculture. Thus, agrarians may figure on subsidies for long-term and short-term crediting, support of pedigree cattle-breeding, seed farming and horse-breeding. The practice of future harvest insurance will be continued. The Ministry will also repay the expenses of farmers for purchases of agricultural machinery, fertilizers and fuel.

Ernst Isaev urged the farmers to active participation in economically substantial regional programs. The Republic hopes for development of family farms within the frames of the project “500 farms”.

“Bashkir farmers represent the great power. At present time there are more than 4,5 thousand farms and about 600 thousand individual auxiliary farmings, producing 2/3 of the whole agricultural output in the region. This is the most important source for development of rural territories. We will develop agricultural complex on the base of transparency. We choose the way of real figures – honest and truthful results and we have to form the farmers as a class of owners” – the Minister stated.
