Electronic universal cards won't be issued till 2013

The project “The Universal Electronic Card” is delayed and according to the amendments, approved by the State Duma, Russian citizens will receive such cards not in 2012 but in 2013 and the main reason is not enough readiness of the departments, responsible for implementation of the cards, to joint work.
As soon as this project is a part of the federal law “Organization of state and municipal services”, which has to provide for interaction between the authority and Russian population in online mode, and the so-called “e-government” isn't yet formed, the online services for people turned out to be impossible.
“Without transition to the inter-departmental interaction the card will be exclusively the instrument for payments” - the deputy Minister for communication and mass communications of Russia Ilia Massukh reported.
The Ministry for communication and mass communications RF reports that at present moment only 38 of 83 Russian regions are attached to the system of inter-departmental interaction.
As for Republic of Bashkortostan, the Republic is found on one of the first places in the country by the level of readiness.
“Bashkortostan is one of the most prepared regions for implementation of the universal electronic cards, since on the federal level this project is based on the Bashkir project “The Social Card RB” - the Minister for communication and mass communications RB Boris Melkoedov mentioned.
As it is known, the universal electronic card is based on the same technology as the social card of Bashkortostan and that's why our region has become the pilot one for advancement of the project on the federal level.
“I think that the pilot project is de facto implemented since all applications of the universal card are workable in the Republic” - the Minister for economic development RB Eugene Mavrin said.
According to statistics the most popular applications are transport – public transport payments, pension and medical applications.
