Constantine Tolkatchev: “The decisions of Russian State Council's Presidium, made in Khabarovsk, are of paramount importance for our Republic”

The chairman of the State Council-Kurultay-RB Constantine Tolkatchev has commented the decisions of the Russian State Council's Presidium, made at its last gathering “The rise of the role of the regions in modernization of Russian economics” in Khabarovsk.

“The budget legislation as well as the tax one belongs to the category of the most unstable and regular announcement of annual alterations, concerning redistribution of incomes, causes serious difficulties in determination of priorities in financing. Further obtaining of federal subventions presumes great number of formalities and procedures” - the speaker of the Bashkir parliament said - “So the decisions, made at the last gathering of the Russian State Council's Presidium in Khabarovsk, where actual aspects of inter-budget relations were under consideration, are of paramount importance for our Republic. The initiatives of the President of Russia Dmitry Medvedev concerning redistribution of budget money in favor of regions and municipalities will contribute to optimization of the balance between the federal center and the regions. These decisions raise the responsibility of the regions and give them additional control. It is especially important that thanks to these measures our municipalities, i.e. that level of power, directly working with population, get the opportunity to fill their budgets, developing regional economics and solving the problems of local population in time”.
