The program for social-economic development of the Republican north-east is approved in Bashkortostan

The widened governmental gathering, held in Ufa today, was devoted to development of the Republican north-east. The discussion of the middle-term program for social-economic development of the north-eastern regions RB in 2011-2015 was held under the chairmanship of the President RB Rustem Khamitov, who characterized the economics on this territory as “depressive in all respects”.

The north-eastern sub-region unites eight regions: Askinsky, Belokataysky, Duvansky, Karaidelsky, Kiginsky, Mechetlinsky, Nurimanovsky and Salavatsky. Almost 200 thousand people live on the area, making up more than 14% of the Republican territory – 5% of Bashkortostan’s population. At that only 0,5% of the gross regional product RB is generated here. The concentration of industrial-production assets per one thousand square meters of area is 30 times lower here than in the Republic on average.

“Today we are discussing the second after trans-Ural zone program for territorial development” – Rustem Khamitov mentioned – “But I should say that not geographic but managerial principle has to be laid as the basis for such documents. We have to consider the whole complex of economic, social and national-cultural peculiarities in this or that zone in close connection with the general strategy and the tactics of development of the whole economic system RB, i.e. as a sub-system in staff of one huge system”.

The President RB underscored in his speech that today the dynamics of life changed. The aims in sphere of economics, technology, the speed of information flows, finances and human resources are changing too. As a result, the gap between “progressive” territories with urban settlements and the “outsiders” widens every year. The differentiation by the share of the budget incomes among Republican municipal districts reaches almost three times. It mustn’t continue in such way, the President RB believes. In his opinion the Republic needs extraordinary steps and wide-scaled work for changing this unhealthy situation.

Rustem Khamitov believes that the north-east RB possesses great potential in sphere of agriculture, tourism, woodworking and huge reserves of mineral resources. At the same time this sub-region faces the shortage of transport highways and some of its parts – even the electric mains. The phone communication is absent somewhere too, not talking about internet.

“Unfortunately the north-east of the Republic represents the staff base for the neighboring regions today” – the President RB stated.

The program, introduced to the Government of Bashkortostan today, is called to solve all abovementioned problems. The sum of 114,5 billion rubles, allocated by the budget for its realization, looks quite serious. The President RB has mentioned that control over these expenditures will be the closest.
