Rustem Khamitov: “Bashkortostan is working over establishment of an aviation cluster”

On Thursday, September 1, the President of Bashkortostan Rustem Khamitov paid a visit to the JSC “Ufa aggregate production association” (UAPO), where he became acquainted with its production activity. UAPO produces aviation equipment, electric engines for various branches of industry, oil pumps, electronic ignition systems for transport and consumer goods.

Rustem Khamitov watched the mechanical and machine-assembly workshops and the Center of technological competence, which produced transformer coils and throttles for electronic industry.

According to the “UAPO” General Director Uri Poroshin the special production for aviation industry covers about 75% of the overall output. Consumer goods take about 15% and wares for oil pumping – 10%. The main aim of the enterprise today is to preserve its niche in the aviation-space complex of the country and widen the share of its presence in the branch.

After inspection Rustem Khamitov has held a meeting with the leadership of the enterprise. In the course of the meeting the President RB mentioned that the region was working over establishment of an aviation cluster. The goal of today’s visit was concerned with this very aim.

Rustem Khamitov has mentioned that there are big aviation plants in Bashkortostan with very substantial potential, such as “UMPO”, which annual output amounts to 25 billion rubles now. There is also the JSC “KUMERTAUSSKOE aviation production enterprise”, which works with good rates and has good prospects.

At the same time such enterprises as “UAPO” and “Hydraulics” need help and state support.

“We want to find out what these enterprises represent, what prospects they have and how the Republic is able to help them” – Rustem Khamitov said.

The enterprises, belonging to the defense-industrial complex, the former federal state unitary enterprises have wide territories and production areas, used very inefficiently. Many of such enterprises have obsolete equipment and need complete modernization. The wages of their workers aren’t high as a rule.

“The enterprise has no right to work on such level today” – the President RB underscored – “Since this is not yesterday but the day before yesterday”.

In opinion of Rustem Khamitov the aviation enterprises have to understand what markets already exist and what can be become promising for them and to start struggling for their future.

“We want you to work stably and you must have the development program for the nearest 10-20 years” – the President RB said, addressing himself to the representatives of “UAPO”.

The President of Bashkortostan marked the necessity of close interaction between the enterprises, belonging to the adjacent branches, and the interest in development of co-operational relations. The establishment of an aviation cluster will become possible only in such case.
