Rustem Khamitov: “Bashkortostan needs systematical approach to designing of the territorial planning schemes”

The President of Bashkortostan Rustem Khamitov has held a meeting, dedicated to alteration of the Republican territorial planning scheme, on Wednesday, April 13. As he said, the presence of such scheme creates all conditions for investment development of the region and civilizes the market. Republic of Bashkortostan is one of the first Russian regions, which started to design such scheme.

“But on the municipal level this work is hampered” – the President RB said – “In particular, the matters stand bad in Ishimbay, Birsk and Agidel and the most difficult situation is observed in designing the layouts for rural settlements”.

Rustem Khamitov has mentioned that the heads of local municipalities must have the exact places for construction of this or that object but for today they have to choose such places, coming from their personal considerations.

“It means the system in this question is absent” – the President RB said – “Unfortunately, such work as the designing of the territorial planning layouts in Bashkiria isn’t yet properly organized and we mustn’t continue working in such way. There are the requirements we have to carry out because the long-term prospects of the Republic depend upon this activity”.

“At present time only 34 Bashkir municipal regions of 54 have the territorial planning layouts, worked up in accordance with the new Town Planning Code” – the chairman of the state construction and architecture committee RB Khalit Makhmudov said – “The index of the supply of the municipal territories with the territorial planning schemes is 63%. By the end of this year we intend to increase this index up to 87%. New general layouts are worked up in 15 Republican towns of 20. The general layouts of the municipal administrative centers are available in 24 of 40 centers”.

According to M-r Makhmudov they face much work on further elaboration of the general layouts for rural settlements ahead and about 270 million rubles is required for this work.
