Sergey Shakhrai: “The results of the Audit Chamber’s activity are the roentgenogram of the society”

“The results of the Audit Chamber’s activity are the roentgenogram of the society” – the head of the Russian Audit Chamber Machinery Sergey Shakhrai said at the meeting with the employees of the Audit Chamber RB. The well-known state and political activist is found in the Republic on a work visit today. In the first half of the day Sergey Shakhrai has had a talk with the President RB Rustem Khamitov.

As M-r Shakhrai said, the changes in activity of the auditors in connection with the adoption of the federal law “The general principles of organization and activity of the regional and municipal audit chambers” were discussed in the course of the meeting with the President RB. From now regional and municipal audit chambers will follow the uniform rules in their activity. The new law comes into force on October 1, 2011, and before that the Republican law about Audit Chamber should be put in conformance with the all-Russian one. Special workgroup will be appointed for elaboration of a new Republican law’s version. Sergey Shakhrai has mentioned that before the federal law comes into force, Bashkortostan still has enough time and opportunities for adaptation of the Republican law about its audit chamber’s activity to the new all-Russian standards.

The aspects of budget legislation were also under discussion at the meeting. The head of the Russian Audit Chamber Machinery has told how the transition to the new principle of budget construction goes on in the country and how the control over the use of state means will be changed. He has told in details how the indices and criteria of the efficiency audit are worked up.

The problem of organization of efficient municipal control and the imminent administrative reform in the Republic was raised too. In the nearest future the supervisory boards of the Audit Chamber will appear in all municipal districts. Sergey Shakhrai has emphasized the necessity to make the system of internal financial control, especially in the budget sphere. The theme of efficiency in activity of the auditors was raised during the talk too.
