Bashkiria is interested in experience of techno-park “System-Sarov”

The meeting with the representatives of JSC “System-Sarov” has taken place at the Ministry o industry and innovational policy RB. The President of the techno-park Andre Schpilenko, the director of “MTS Volga” Andre Revkov, the Minister of industry and innovational policy RB Robert Vagapov, leading specialists of the Ministry and representatives of the Republican institutes, responsible for training of innovational managers, took part in it. The actual theme of the techno-parks as the sites, meant for accelerated development of high-tech branches of economics and the prospects of further development of such sites was under discussion at the meeting. The guests mentioned Bashkortostan possessed great innovational potential and the strong desire to move in this direction. The potential investors, searching for competitive innovational projects all over the country, have the cross-claims.

For the last years Russia has undertaken several wide-scaled and successful steps in sphere of innovations and modernization and in particular in commercialization of youth innovational projects. For example, the techno-park “System-Sarov” is actively busy with inculcation of innovational technologies in definite branches of industry and with commercialization of the innovational designs. This unique site in Nizhniy Novgorod region possesses all necessary competences for establishment and launching of new innovational campaigns beginning from the “competent business-plan” stage. This private techno-park with the area more than 50 hectares unites more than 20 Russian and foreign companies, including the company “Intel” – the leading chip producer in the world. The state corporations “ROSNANO” and “ROSATOM” come out as the shareholders and the park is a partner of the innovational center “SKOLKOVO” and pretends to establishment of a nuclear cluster. It is found in the staff of the international techno-parks organization (ASP) and JSC “Russian Railways”, JSC “GASPROM” and JSC “RUSHYDRO” are the main partners of the techno-park.

The potential investors are especially interested in the regional development institutes and ready to estimate and perfect the investment attractiveness of the territories, working with youth. Thus, the scientific-technical council “System-Sarov” works constantly, receiving and considering applications and business-plans all the year round.

As it is known, the main problem is to obtain money for marketing researches and business-planning. The know-how of the techno-park is the following: young people get a chance to incarnate themselves in science and business. They make a team, distributing the obligations according to their skills and wishes and begin working under control of real professionals. It helps to save means, to open new companies and workplaces and to start developing the most actual subjects.

As Andre Schpilenko said, there will be no problems with investment for really good projects and in order to discover such projects the park is ready to sign cooperation agreements with the Republican institutes.

The youth innovational center “System-Sarov”, established one year ago, represents one of the mechanisms for bringing up and accompanying of the young talents. The goal of the center is uniting state and private institutions for creation and advancement of the youth innovational projects, formation of efficient national innovational system, solution of the problem of poor coordination between education, science and business. The aims of the center are divided in stages: search for the promising projects all over the country, market formation and financing. At that the most rational way of development is chosen: spending as few material resources as possible, maximally using the infrastructures, already made by the state.

On the initial stage the formation of the market of business-ideas is imposed on the councils of young specialists. This mechanism already rather successfully works in Bashkiria. Thus, the senior students were invited by the guests to a large IT seminar with participation of “Nokia”, “Intel”, “Siemens” and “MTS” in April. Its participants will receive certain parameters of growth and powerful push to development and search for their own place in business.

Robert Vagapov mentioned the Republic already started working over all abovementioned problems and was ready to move along the new efficient schemes. “The gap between the pre-production models and industrial commercialization is the most problematic point for us. Science and business isn’t one and the same thing and these two flows have to be joined somehow. All Sarov’s offers lay on the preliminary prepared ground” – he said.

The parties agreed to form the workgroup, which would be busy with the problems of interaction between Bashkir scientists, students, pedagogues and producers with the techno-park “System-Sarov” and worked out the joint plan of actions.
