Rustem Khamitov: “State unitary enterprises won’t use state means free any more”

The meeting re reformation of the public management system and prospects in development of the state unitary enterprises has taken place on December 15 in the Republic House under the chairmanship of the President RB Rustem Khamitov.

The head of the region has reported at present time 177 state unitary enterprises work in Bashkiria and these enterprises appear to be absolutely inefficient, as compared for example with the joint-stock companies. The state unitary enterprises have good preferences fr om the state, receiving up to 50 billion rubles from the budget under 40 million rubles of losses. The state unitary enterprise aren’t found under the public control and this opportunity opens wide chances for various tampering, including asset transfers abroad and too high salaries to their top managers.

In opinion of the President RB the number of such enterprises has to be reduced several times and they have to be preserved only in the strategic spheres of life, concerned with the security, social services, politics and ideology and in the spheres, wh ere any commercial prospects are really absent.

“We can’t live so anymore. The state unitary enterprises can’t exist in such format. Our economics fails to stand such load with the 15-billionth budget shortage and with the social load on the budget about 80%. Today we are making very important decision: the system of the state unitary enterprises will be reformed and they won’t use the budget means free anymore” – the President RB stated. But as soon as 45 thousand people work at these enterprises now, the Government RB isn’t righteous to aggravate their situation, so 96 state unitary enterprises are subject to fast reformation and 80 will be reorganized step-by-step.
