Uri Pustovgarov: “We have to support small business, which produces added cost”

The Vice-Premier of the Government RB Uri Pustovgarov estimated the state of small business and innovations in the TV-program “Nonrandom people”, made by BST.

According to him there are about 130 small business subjects in Bashkiria for today but 60% of them are busy with trade.

“It can be called an achievement, which mustn’t be either lowered or lost, but its structure should be altered” – he said –“We have to move towards the small business, producing the added cost, working on already available resources”.

The Vice-Premier sited the Beloretsky metallurgical plant as the example. The plant produces rolled wire, which various wire products are made of. 100% of this rolled wire can be used for production of wire products here, in Bashkiria.

“We produce about 30% of wire products, striving for 60-70%, and the final goal is 100%” – Uri Pustovgarov said – “The whole added cost, obtained from this rolled wire, should be left here and this is the field for development of small business. The businessmen can not just produce wire products but provide big enterprises with services, goods and products”.

In this connection outsourcing has become the matter of the talk.

“The spurt in manufacturing of the gross product, which small business produces – is the outsourcing” – the Vice-Premier said – “According to preliminary calculations the big companies buy the products, which small business is able to do, for the sum of more than one billion rubles per month. But small business doesn’t produce these products”.

Uri Pustovgarov told a new program for development of small business would be announced on December 20 at the Governmental meeting.

“We intend to offer the set of actions, able to push the development of the directions in small business activity, concerned with production of the added cost. Small business gives 23% of the gross regional product but at that only 10% produce real goods and the rest of the small companies are busy with reselling. But we have to support real production, including with the help of taxation”.
