More than 13 million square meters of housing will be erected in Bashkiria for five years

The Republican goal-oriented program “Stimulation of house-building development in Republic of Bashkortostan in 2011-2015” was under discussion in the Ministry of regional development of Russia.

“The Republic takes serious obligations on house-building upon itself: 13 million 710 thousand square meters for the nearest five years. This is the third planned house-building volume in the country after Moscow and Krasnodar regions” – the deputy Prime-Minister of the Government RB Sergey Afonin said, commenting the program, presented by Bashkortostan – “The volumes of house-building for ten years up to 2020 will be 36 million 460 thousand square meters”.

The press-service of the state building and architecture committee RB reports along with the already working measures the program presumes new forms of state support. Thus, the work with customers and investors will run in “one window” mode in order to save the time for registration of lands and property objects.

The terms of expertise for design estimates and engineering surveying will be cut back to 60 days and at that customers may remove all imperfections during the expertise. These measures are called to reduce the issue of the permissive documentation for designing, construction and reconstruction of the capital development objects to 300 days.

Besides, the unified projects for integrated development of the territories and the standard building types for accelerated designing, construction and putting the house-building objects into operation will be worked up.

The support of low-height building will be continued.

Introducing the project to the Ministry of regional development RF Sergey Afonin has reported that about 12 billion rubles is required for provision of new building objects with the engineering infrastructure.

“To find such means either in state or in municipal budgets is practically impossible” – he said –“So we decided to allocate the costs for engineering infrastructure in the structure of one square meter self-cost, using the alternative mechanisms for its making”.

In particular, the construction of the public networks will be made by the housing and communal services – by the network companies with further exploitation of these objects. Construction of the public networks will be partially funded by the Republican budget and the corresponding cost calculations are included into the program. 1,1 billion rubles will be allocated for these purposes in 2011 and 400 million rubles – for construction of the distribution gas networks.

The new program includes distribution of hypothec housing credits among citizens RB, who need the improvement of their living conditions, at the preferential interest rate (6% of interest per annum). The Republican budget will subsidize this interest rate and 340 million rubles will be allocated for that in 2011.

The program is admitted for consideration at the Coordination Council of the Russian Ministry of regional development.
