The program for raising the efficiency of on-budget expenditures is worked up in Bashkiria

The project of the program for raising the efficiency of on-budget expenditures till 2012 was under consideration at the collegium of the Ministry of finances RB. The program is worked up by the Government RB in accordance with the analogous federal program.

It is clear that in conditions of restricted financial resources the reasonable approach to the rise of efficiency of on-budget expenditures becomes of paramount importance. According to information of the Ministry of finances RB the share of inefficient expenditures of the consolidated budget RB was about 5% in 2009. Within the frames of the governmental program modern instruments for the rise of efficiency of on-budget expenditures have to be inculcated and the program presumes step-by-step transition to a new system of budget relations. The investment of the budget means should bring real results and the main clauses of the program determine the transition from the budgeted financing to the goal-oriented method of budget means management.
