Federal Anti-Monopoly Service intends to alter the law about public contracts

The Federal Anti-Monopoly Service goes on improving the electronic system of public purchases and its one more offer concerns with the introduction of obligatory financial provision of the order for the contracts with the price higher than 10 million rubles, the head of the Federal Anti-Monopoly Service’s public contract placement department Michael Evraev stated.
Now the banks have to provide the financial guarantees, with the help of which the solvency of a business structure, taking part in the auction, is confirmed, only when the contract’s price is higher than 50 million rubles. It seems that lowering this slat the Anti-Monopoly Service hopes to cut off the “empty” companies, which join the auctions, resorting to the dumping for the sake of self-profit.
The Russian Federal Anti-Monopoly Service reports at present time it prepares the amendments to the legislation, concerned with the formation of the contract’s initial price. “The customer has to substantiate the initial price of the contract and to explain, where he takes it from and why does he think this work or service costs this much” – Michael Evraev said.
According to him the procedure of registration at the electronic sites expected to be much simplified (now there are five active electronic sites, chosen by the Russian Government as the federal ones). Both the customer and the businessman will have to pass the accreditation only once for working on all five sites.
