Shamil Vahitov about ways for consolidation of the candidates’ pool in agrarian sector

The staff problem in agriculture needs urgent solutions. The reality is that only 55% of the graduates of the agricultural educational institutions come back to work at home. At the same time the agricultural complex faces the shortage of specialists on all main directions.
Every year the higher and secondary education agricultural institutions issue two and half thousand specialists. Other four thousand specialists with the primary professional education come in the labor market together with them. The huge staff resource of the branch stays working in the cities. The deputy Prime-Minister of Government RB Shamil Vahitov believes that social and economic incentives are able to improve this situation. But the ongoing processes have their moral and political hidden reasons. The modern society moves away from popularization of labor, the love in labor and in the country isn’t inculcated among young people and the unwillingness of youth to work in the villages comes from that.
The deputy Prime-Minister of Government RB talked about the ways of consolidation of the staff potential in the agricultural complex at today’s staff “United Russia” forum.
The available material incentives can be called rather efficient. The young specialists receive help in either acquisition or erection of their own homes. More than 4,5 billion rubles was allocated for realization of the federal target program “Social development of the country till 2012” – these means allowed erecting 320 thousand square meters of housing in the villages, more than 660 kilometers of gas mains, about 400 kilometers of water-pipe and 590 kilometers of the power lines.
“It was correct and necessary solution for the agrarian sector” – Shamil Vahitov said – “The program still functions today”.
The federal and Republican financing of the program allows making the housing cheaper by 70%. Large agricultural enterprises also can erect houses for their workers or pay out the initial installment for the housing on the state program. Nonetheless more than two thousand young specialists and their families still face the necessity to improve their living conditions. The problem with housing is still to the fore.
“We have to solve the question concerning the increase of the funding volumes for this program” – Shamil Vahitov said – “It will undoubtedly contribute to attraction of young specialists to our villages”.
The material encouragement is anticipated by the decree of the President RB about state backstopping of the staff potential. In accordance with this decree the young specialists receive the one-time payments as well as monthly payments. Specialists with high education receive 100 thousand rubles of traveling allowances and the specialists with the secondary special education – 60 thousand. Besides, every month they receive seven and four thousand rubles correspondingly in addition to their main wages. 234 specialists were supported in this way in 2009. More than 50 million rubles was allocated from the budget RB for the material encouragement.
“The first positive results can be seen already today” – Shamil Vahitov said – “Two times more specialists have returned to the villages in 2009 than in 2008 and realization of the top priority national project “Development of agriculture” contributed to it in great respect. 65 investment projects are launched within the frames of the national project and the state program and more than 40 objects are put into exploitation plus more than three thousand workplaces are opened”.
The Vice-Premier considers the improvement of the material and technical base at the agricultural educational institutions the barest necessity: it is impossible to train new specialists on the old equipment. The whole system of agrarian education needs modernization. It should be oriented first of all to the high quality of agricultural education and today the specialists work over the establishment of the educational agrarian cluster on the base of the Bashkir State Agrarian University. It is proposed this center will include all agricultural educational institutions. The corresponding project is found under consideration in the Russian Government.
