Three institutes of Bashkortostan take part in the experiment for state support of “educational” crediting

Three educational institutions RB became the participants of the all-Russian experiment for state support of educational credits for the students of the institutes, having the state accreditation: the Ufa State Aviation Technical University, the Bashkir State Agrarian University and the Ufa State Academy of economics and service.

The aim of the experiment is development of the mechanism of educational crediting state support. The Russian Ministry of education and science, the Federal Education Agency, several Russian banks, institutes and borrowers (students) are its participants. 56 higher education institutions of the country became the participants of the experiment in 2010-2011.

It is expected a borrower will sign the contract for rendering of chargeable educational services with the institute and the contract of educational credit with the bank.

The term of the experiment validity is prolonged till December 31, 2013. The selection of the institutes will be made by the Federal Education Agency’s commission every year.

As the news-service of the National Bank RB reports two banks – the participants of the program – are determined for today: the Russian Savings Bank and AKB “Soyuz”. The last one isn’t present on the territory RB. Several other banks, working in Bashkortostan, still consider the possibility of joining the experiment.

For the borrower the preferential term of the educational credit usage includes the apprenticeship at the institute plus three months additionally. During this period of time the borrower doesn’t pay the main debt on the educational credit and a part of the percents for the first and the second year of the credit usage to the bank. The interest rate is set on the basis of one fourth of the refinancing rate of the Central Bank of Russia plus 3%. For example, the refinancing rate is equal to 8% of interest per annum for today. One fourth of it makes up 2% plus three percents = 5%.

After the end of the education period the educational credit is returned during ten years and at that the banks may not collect the additional payments. In accordance with the conditions of the experiment the borrower has to study at the institute, included into the list of the participants of the experiment and should correspond to the prescribed criteria of advancement.
